Ok, I know EVE isnt supposed to be like (that other, hugely popular, but a bit silly, Space type game), but, Lucas had some pretty decent ideas when he made the original movie series.
Warping _could_ be quite similar to that. It takes TIME to plot a course from, say, Amarr to, oh, Jita. In that time, it would (probably) be apparent that the 'target' is going to warp out. The hunter could, then, either attempt to destroy the target, or compute their warp path and possible destination(s).
All warps could STILL be limited to a landing zone, or two, in every system, which would NOT take away the 'limiting enemy movement' rule the folks out in 0.0 want so badly.
What this idea COULD do is make long, boring travels less likely. Especially for those that are spending a lot of time scouring each region for a certain item, trading, or what-not.
This would also lead to a new series of ship mods called 'navigational computers'. NavComps could decrease the time it takes to plot courses, increase the range your ship can warp, and many other things.
You would also open up a wider span for the curent 'mobile warp disruption' devices, having greater ranges and strengths. Specialized tractor beams for combat use that require HUGE amounts of capacitor juice to trap a ship...
I see a LOT of people concerned only about one thing - their own livelyhood. I dont care if you are a player pirate, a concord bootlick or a lowly trade runner - each person in this topic so far has merely said yes or no based on the PvP issues.
Open up your minds and THINK. Some strategies may need to be tweaked, or even tossed out all together, but with a few modifications to the initial suggestion, PvP is still possible. It may be a little harder, but I'm sure the wise Devs would see to it that avoiding PvP would be just as hard :-/
Warping from station A to station B would be a no-no. Warping from outside Station A to one or two 'authorized landing zones' in the outskirts of another system would not be so bad. One could even go so far as to limit this type of warp to empire space only - as they have the financial backing to actually complete a task such as this, whereas 0.0 space has no governing bodies with enough financial clout to pull it off. Maybe the stellar matters found in the galactic rim wont allow this type of travel? there are a wide range of limiting factors that could be hooked to this idea, making both sides fairly happy.
